Vltava River Basin launched information SMS about extraordinary level movements on Orlík
15. 2. 2023Vtlava river basin is offering the possibility of sending information about extraordinary water level movements in the Orlík reservoir to owners and operators of vessels by SMS
The Vltava River Basin, state enterprise. Enables owners and operators of vessels to receive information about situations regarding the level movement in the Orlík reservoir by means of SMS messages. Water management dispatching centers send the following messages. If you are interested in receiving these SMS, you can register at orlik.info@pvl.cz and provide the following information:
- Name and surname
- GSM phone number
- E-mail address
- Name of vessel
- European Vessel Identification Number/Vessel Registration Number
- Vessel’s place of discharge/anchorage – location/name of bay, river kilometre
- A snapshot of the ship’s certificate or contract with the Vltava River Basin State Enterprise.
Registered users can actively unsubscribe from SMS at orlik.info@pvl.cz. The SMS informs owners and operators of vessels about emergency situations that cause significant water level movement in the Orlík reservoir. Plans significant water level fluctuations and changes in the trend of water level. If this information is known to the Vltava River Basin State Enterprise in sufficient time.
It is always up to the owner or operator of the vessel to assess whether the current mooring/anchoring of the vessel requires the vessel to be hauled ashore (above the maximum heave) or moved to another suitable location to allow the vessel to be repositioned as the water level changes (provisions of § 23a of Act No. 114/1995 on inland navigation, as amended),always taking into account other obligations arising from applicable law.

- other emergencies that occur randomly and unexpectedly (in particular unexpected development of the hydrological situation. An extraordinary or emergency situation in the energy sector and other situations that may result in unplanned changes in the level of the Orlík reservoir).
Warning:
A person who owns or operates a vessel shall provide information about themselves and the vessel itself in order to voluntarily subscribe to the SMS.

In order to be included in the distribution list, it is necessary to document the relationship to the vessel, i.e. to send the contract number with the Vltava River Basin State Enterprise, or a picture of the ship’s certificate.

The hydrological situation and the operation of the hydroelectric power plant at the Orlík hydroelectric power station influence the movement of the Orlík reservoir level, which is largely unpredictable. The reservoir has a large intermediate catchment. Without forecasts, accurate level determination is difficult or impossible. However, projected changes in level, such as the creation of open space during anticipated increased flows or flooding (drawdown). Or the initiation of water storage for the upcoming navigation season (upwelling), can be announced with some advance notice.
The State Enterprise Vltava River Basin continues to publish information on its website. However, this requires activity on the part of the owners and operators of the moored vessels in the form of regular monitoring of the website.
